There are two issues at play 1) the approach to funding which is driven by medals and the Olympic cycle (which then pressurises the need to develop medal hopefuls and puts all staff at risk every 4 years) & 2) the wrong behaviours that develop in coaches, paddlers (& sometimes parents) on 'programme...
