If you look at the ICF equipment information sheet, you will see that the buoyancy aid changes won't be fully implemented until 2012. Whenever there is an event where entries are limited there is always going to be a selection policy. It makes perfect sense to offer these spaces to paddlers in order of GB Team selection results. As far as I'm aware no date has actually been set for starting the work. People have been guessing that it will be in November because the peak rafting season finishes at the end of October. As for the designs, this is actually the first time I have seen it myself, but I have had rough explanations...
