I believe they should generally continue to race in div 4 as they have already started competing in that class (Caveat: I guess if they had raced once in div 4, but that was many years ago you might want to review this, but if the paddler concerned has competed in div 4 C1 this season then they should stay in div 4 until promoted on merit.)
