Depending on the result of the little vote North of Hadrians wall in September, Scotland might cease to be an issue in this respect.... As has been said events can only be run when people want to run them - however, Yorkshire region did put in for a Prem race on the Washburn for July 2014, but it was turned down (not suitable water).
