I'm not sure where all this uncertainty comes from. We seem to be trying to clarify the rules when I don't see any ambiguity. There's been many a time where I've hit poles with the boat when flat in the water but generally I'd say due to slack appearing in the lines or perhaps water levels changing - more a problem I would say (maybe outside Prem) than being deliberately set low. I think we have to get away from thinking of the good old days - they're gone. I paddled in Div 2 in the mid 90's and yes it was a good place to be. Getting promoted from Div 3 wasn't something you could really do without training and there were more bigger water sites. But we can't magic those day...
