I didn't see the draft that was open for consultation as I'd have raised the issue then...

I don't have any issue with the process or in fact the rule itself, but from a purely legal perspective, I don't think that it can be there.

I agree that mid season promotion isn't necessarily a good thing! There are exceptions when a good prem paddler has been demoted due to illness injury or other, or a div 1 paddler has had a good winter training and is reaping the rewards.
