I haven't read the reason for this proposal but it may be a good idea for P/1 but for lower divisions it's a nonsense. I agree with CP. Can I suggest that rule is pretty meaningless. It may be OK for a Premier event but a div 4 race with a course of at least 250m and a time close to 100 secs is not going to happen.
