Whatever changes are suggested, focus on it being fun. If u loose it at that level then div 2, and divv 1 will be painful and you will no doubt drop out

Despite a number of very experienced people potentiality being competent enough to create a risk assessment & mitigate any significant risk at the events, it sound very much like this post illustrates whats become the industry standard of ensuring adequate training & a competent person before a risk...

Think about the impact of people who would previously judged but now padding - i assume (dangerous - i know) that some people wanted experience of bigger water but knew they would not get the previous 40% result for 1,000 points & will now want to race not judge. Of course c2 and vets are missing from above calcs, a number of demotions from div1 may qualify for and paddle as vets next season so vets numbers may increase too

Is there any reason why under portable points, we cannot have Div 2/3 events? If there are multiple events then there will be no preference for paddlers entering in the higher division - Races may become full faster but its possibly a solution to the issues around lower division organisers comments...
