I think that the idea behind votes for races run came from the principle that those clubs running more races contributed more and therefore should have more votes.

Yes and judges (all of them Prem) get 1 practice run and one timed run.

I feel a bit short changed by that. Prem don't have practice. But at every other race Judges get two timed runs.
