Veteran women bib numbers

Got my yearbook today and noticed that the top Div ⅔ Women Vet has been allocated the number 24. The top Prem/1 Womens Vet is number 41.

Anyone able to explain how these numbers are allocated?

It's probably based on the bibs actually available

As the Veterans are normally run as one class it ensures that all the bib numbers are unique, so that the correct scores are allocated to the right competitor.
