Official practice runs

Should Div 1-4 racers be given an official practice run?

There was a discussion at training recently and the rule book makes me think so, but would be interested in the general opinion.
If I could, I would. But I'll capsize instead.

C22.1 says that a the organiser may allow a training run, but it's not mandatory, whereas C22.1.1 says no training runs at selection and Prem, but at Div 1-4 at least one training run must be available.

So, I'd take that as meaning that at 1-4 a training run is required.

C22.2.1 is a UK amendment to the ICF rules and overrules it, therefore there must be an official practice (or training run as the ICF call it).
