Amend existing rule *34.1(p85) to add Class C Internationals

i.e. £5 protest deposit at selection races or Class C Internationals.

We could always propose a £5 protest fee at all premier, selection or 'C' International events. . .

Protets deposit now £5 for any selection race, class C International or Premier event. At Prem/1 events, the prems pay £5, the div 1s pay £1
